Montenegro has joined the registration plate section by the Decision of the Council of Bureaux, Brussels, voted in September 2020. Association – National Bureau of Montenegro Insurers has signed Multilateral Agreement with 34 Bureaus, member of the registration plate section and thus fulfilled the condition for the Decision to be verified by the European Commission (EU).
European Commission (EU) has voted the Decision no. 2021/1145 of 30 June 2021 on the application of Directive 2009/103/EC of the European Parliament and of the Council with regard to checks on insurance against civil liability in respect of the use of motor vehicles normally based in Montenegro to be applied as of 2 August 2021.
The Decision verified by European Commission enables Montenegro motor vehicle owners to use their vehicles in the countries of the registration plate section (EU Member countries, Great Britain, Norway, Iceland, Andorra, Switzerland with Lichtenstein and Bosnia and Herzegovina) without being controlled for the possession of the green card (as the proof of MTPL insurance) by the competent authorities of the mentioned countries.
Thus, the obligatory insurance check – green cards for all vehicles bearing MNE registration plates – by the competent authorities of the EEA and Bosnia and Herzegovina is abolished. The regime without green cards is already in force with the Republic of Serbia by the Agreement on mutual recognition of insurance policies, and therefore the accession of MNE to the registration plates section will not cause any changes.
The vehicles bearing MNE registration plates will still need a valid green card as proof of insurance and it will be controlled by the competent authorities of the following countries, which are not members of the registration plate section, but are member of the Green Card System – Albania, North Macedonia, Turkey, Belorussia, Russia, Ukraine, Moldova, Tunis, Morocco, Azerbaijan, Iran and Israel.
Reciprocally the same rule applies for the vehicles entering territory of Montenegro – for the countries member of the registration plates section green card will not be checked, while for the countries which are not members of the mentioned section the green card is necessary and will be controlled by competent authorities of Montenegro.
